List accessible filing Records across Mission Controls
Requires an ordinary user API key. Lists visible filing Records across all active MCs the caller can view in their tenant. No MC filter. Includes managed and reference Records, distinct from the regulatory catalog. Live order: MC UUID ascending, then createdAt descending and filing ID ascending. Limit defaults to 50, maximum 100. Cursors expire 24 hours after the first page; repeat limit. Access is rechecked on every page. Newly visible records before the cursor require restarting. Continue until nextCursor is null, including after a short or empty page. Performs no acquisition or workflow execution.
